Dodgeball rules!

“All right!” I whispered to Ryan. “We’re gonna play dodgeball.”
Dodgeball is this cool game where you get to throw balls at the kids on the other side of the gym and try to hit them. It’s the only game I know of where the object of the game is to hurt people.

I’d like to know what the last sentence--Dodgeball rules!--means exactly.

I wonder whether it means dodgeball is above all the other sports; it's the king of sports.

If I say "Dodgeball rules!" that means I like it and I think it's a "cool" game. It doesn't mean it's the king of sports, although that might be my opinion.

Without the exclamation mark, it could mean that these are the ruies to be used.
