Suppose this is a title of a post/article. I have created it myself as an example to ask my questions.
My questions are:-
1) Is it also good to write "funded" in lowercase in the title? i.e. Fully-funded Scholarship Opportunities for International Students

2) Why do we not capitalize "for" in the titles?

2) Why do we not capitalize "for" in the titles?

I would capitalise "Funded" even though it's part of a longer hyphenated word. It's still a word in the title in its own right.
As for "for", there are no absolute rules about this but, in general, we don't capitalise conjunctions, articles (unless they're the first word) or short prepositions. Take, for example, the well-known book by Kenneth Grahame, The Wind in the Willows. As you can see, the opening article is capitalised because it's the first word of the title. The second, however, is not and nor is "in". I guarantee that you'll find examples where this format has not been followed (in all sorts of titles) but if you use it as a general guide, you'll rarely go wrong.
