I don't think it modifies anything. It appears to be a conjunction introducing "you keep coming".
 
Is there any difference between ‘It is funny how…’ and ‘It is funny that…’? Is ‘It is funny how…’ a little stronger than ‘It is funny that…’?

They have the same basic meaning. One of the definitions for "how" as a conjunction is "that".
