Please check some grammar in these sentences and let me know whether it's correct.
4 His recent statement was in contrast to his previous election pledge.

5 No sooner Marry asked for help to them, they went over.

6 I spent whole my time stuck in the traffic, while meeting proceeding.

No sooner had Mary asked for help than they ... not sure what "went over" means.
No sooner had Mary asked for help for them than they ...
No sooner has Mary asked if she could help them than...

6 I spent whole my time stuck in the traffic, while meeting proceeding.
I spent the whole time stuck in traffic, while the meeting proceeded without me.
I spent the whole time the meeting was going on stuck in traffic.

In #5, I'm not sure if Mary asked them for help, or if Mary asked someone else to help them, or if Mary asked if she could help them. I also don't know what "went over" means.

I saw 'go over' means 'examine' in the dictionary. Can't I use words like 'go through', 'go over' when using the word 'help'?

Yes, you can "go over" something, but you need the object -- you need to say what was examined.

Let's go over the project plan tomorrow.
They went over the budget line by line.

You can use "help" with words like that. But it needs to be meaningful.
Could you help me go over the project plan? Your insight will be helpful.
Could you help me go over the budget? You're always good at finding details that others don't notice.

The "no sooner... than..." structure does not imply a cause and result - it's a coincidence of timing.
No sooner did I remark how hungry I was getting than our waiter arrived.
No sooner did I become aware of how dark it was getting than the street lights came on.

It does not work to mean "Mary asked if she could help them, and they immediately started to go over the plans."

But do you mind if I ask one more question?
I woner whether "No sooner....when~" and "No sooner.... than~" have same meaning.
I know "No sooner... than~", but I haven't seen "No sooner .... when~" before.

"Than" would have been better choice. I'll edit it now.
