"He is happy because he has won a lottery."
"He is happy because she'll come at the party."
"He speaks well because he is a native speaker."

I am confused about the sequence of tense. Please help me.

Try to work out exactly what you want to know. Make sure you ask only one specific question, involving only either one or two sentences.
