How many books are there here?
How many books are here?

Are both correct?
 
They could be, in the right context.
 
I don't think so, you should use these adverbs of place properly.

Once you use there you cannot use here in the same sentence.

Incorrect, mxKleber. There is nothing wrong with the OP's first sentence. The word "there" forms part of the two-word phrase "are there". Would you say that "There are fifteen books here" is incorrect because the sentence contains both "here" and "there"?
