I want to make sure your paperwork is in order as soon as possible.

Does "as soon as possible" refer to "make sure" or "your paperwork is in order"? I mean,
a. I want to make sure ... as soon as possible.
b. ... your paperwork is in order as soon as possible.
Which one makes more sense?
