I wish I had more free time and I wish I could have more free time - is there any difference about the degree of regret? Do both sentences express the idea of not having free time now?
 
I wish I had more free time - You regret not having enough.

I wish I could have more free time - This sounds as if you're getting some free time but it's not enough.
