[Grammar] Is "verb to be" needed ?

which of these sentences are grammatically correct:
1- Making tobacco illegal is a very radical step, and it is shouldn't be done
2-Making tobacco illegal is a very radical step, and it shouldn't be done
the second sentence is without "is". Is it correct or not, and why.

The first is incorrect- there's no need for is before the modal verb. The second is grammatically correct.
 
George, make sure every sentence begins with a capital letter and ends with the correct punctuation mark.

"Okey" is not correct. Use "okay".
 
More likely:

Outlawing tobacco would be a radical step, and it shouldn't be done.
