But, it's not "instead of", rather "in addition to."
What does "low-cut" mean when it comes to shoe?
Low-cut shoes are shoes that do not have sides that rise much above the sole and, generally, very low heels.

You can see the top of the foot. It doesn't cover the top of the foot.

You're right - you usually associate this with a neckline, rather than a shoe.

I don't think anyone would say "low-cut shoe" instead of "low-cut clothing/dress". As the others have pointed out, "low-cut" is used for shoes, but only when shoes are being referred to.
