Which one is correct?

1) Tom is married to Sarah.

2) Tom is married with Sarah.

What do we use "To" or "With"?
 
I'd use "to".

Please stop writing "What do we use/say ..." and then continuing the question with some options. That is the wrong construction. Use one of the following:

or

I'd use to too.
 
In a different context, you could say ' I married with some trepidation'.
