Hi,

Can option "b" (is offered) be correct as well? If not then why? Aren't "b" and "d" the same?

In an examination with a non-contextualized sentence, I would choose D. I could dream up a context in which B would work, but it is a stretch. One would be using the historical present.

First, my parking spot is taken away. Then, I am sent to the Staten Island office. And what happens next? Mona is offered the manager's job.

B has to be in the historical present, D would be normal reporting of events that have happened.

Mike's response, which I have bolded, is an example of the historical present.
