What does "multiple (the number of the flu-like deaths) by 20+" mean?

If the number is n, then the speaker/commentor means "20 (or more than 20) multiplies n" (n x 20)?

It means you can multiply it by 20 or more.

"Multiply by" is how you read this operation:

5 x 3 = 15
"Five multiplied by three equals fifteen."

7 x 13 =91
"
Seven multiplied by thirteen equals ninety-one."

I hope maths is a universal language, and my color coding is enough to explain what operation the phrase in question is.
