Hello everybody!

For single and multi-shafting arrangements a modified survey may beaccepted instead ofthe normal survey at alternate 5 yearly survey intervals, at the most,subject to:

The way I see it, the fragment in question means "normal survey every second/other 5 yearly survey, at the most, on condition that"

or

"normal survey every 10 years, at the most, on condition that".

In my opinion, "at the most" refers to the fragment in question, namely, normal survey at alternate 5 yearly survey intervals.

Do you agree?

The whole context is as follows:

For single and multi-shafting arrangements a modified survey may be accepted instead of the normal survey at alternate 5 yearly survey intervals, at the most, subject to:
· the design details are approved
· the shaft is fitted with oil lubricated bearings and oil sealing glands
· the shaft and its fittings are not exposed to corrosion.

In my opinion "at the most" means that the ten year interval for a normal survey is a maximum. The author of this prescription, presumably an insurance company, remains free to demand a "normal survey" more frequently if it chooses to do so.
