I know the pictures that we take by camera are called photos.
But can we use the 2 questions below
for the picture that we take by camera
or
we must only use the first one
?

1-Who is this girl in the photo?
2-Who is this girl in the picture?
 
A picture is a visual representation or image of an object or person created by drawing, painting, printing, photography, etc. (among other meanings); while a photo (photography) is such a representation created by a camera.

All photos are pictures, but not all pictures are photos.

In this case, you can use any of them, but the first question adds more specification.
