what is wrong with this statement
the police has arrested the theif who broke into my home last night.:?::?::?:
:?:

"Has" should be "have". "Police" is one of those strange nouns that have a singular form but a plural meaning.

The sentence should start with a capital letter. "Thief" is misspelled. One question mark would be sufficient.

In American, police is treated as a plural noun for some reason, so we say have. But it's an exception. We treat most groups as singular nouns. So we would say "The army has captured...."

The British would say have either way. For them, all groups of people (the police, the army, Parliament, the garden club) are plural nouns.

There is no question that BrE speakers see collectives as plural more often than AmE speakers, but I don't think it is 100% of speakers or 100% of uses.
