I understand "show evidence" as "(Scientists must) show evidence". Am I correct?

No. It seems to be saying that the apps are likely ineffective since so few people have them. As for the title, I would say:

Are The Apps for COVID-19 Secure and Effective?

As for "Show evidence" I'm not sure why that phrase is used.

It seems so, yes. Well, not scientists but governments.

I do find such an imperative odd for the title of an article. You don't often see that.

It's an editorial. The editors are demanding that the government prove the apps are secure and effective before deploying them.
 
As for "Show evidence" I'm not sure why that phrase is used.

Perhaps the author thought of "I'm from Missouri, you've got to show me" - an American proverb saying that you have to show evidence before you want convince the audience.

Well, I'm from Missouri (the Show Me State), so I'm familiar with that expression. (Google "show me state" to find an interesting story behind that one.)
