Meaning: Some people have told me.

Is the sentence 'No, but they have told me.' correct in this context?

It's rather unnatural. Here's what I would expect.

- My car's windscreen has been smashed.
- Oh no, have you actually seen it?
- No, someone told me.

(Windscreen (BrE) = Windshield (AmE)

You could say "People told me".
 
The original sounds fine to me.
