Hello, I am trying to compose a sentence. Do you think I should omit the colored "to" to make the sentence read natural?

"Efficient strategies are needed at the global level to incorporate firefighters into the forest management process and [STRIKE]to make successful[/STRIKE] for effective workforce planning for them."
