It's still ambiguous, but probably refers to the management of a system that supplies something, run byworkers who are moving about. (But that sort of management almost certainly uses the mobile phone network - maybe only the network but not the telephone handsets - for example, delivery men with hand-held devices that relay signatures to a central database using the cellular network).

If I am not mistaken, this is UPS's new terminology to describe the fact that they deliver packages and you can find out where they are. So you can "manage" your "supply" of parts as they are "mobile."
