Have you got some more context? Mobile could mean different things.
It's still ambiguous, but probably refers to the management of a system that supplies something, run byworkers who are moving about. (But that sort of management almost certainly uses the mobile phone network - maybe only the network but not the telephone handsets - for example, delivery men with hand-held devices that relay signatures to a central database using the cellular network).Sure!
