It means "before it's too late".
Can you see what law it is? A law supporting embryonic stem cell research?
I agree.There is an injunction stopping the funding of stem cell research. That injunction needs to be overturned (in law) as quickly as possible (before it's too late) in order for the research to recommence and for a lot of experiments to continue.

However, I think the title is misleading. It suggests that a law (rather than legal action) is needed.
