Hi,
What kind of structure is the above one? If I were, I would write the underlined part as "there seems to be". Because I have seen structure like this; "there has to be". Can you explain to me why it is "seem" there? I know it is not wrong but I just want to know how it happens.

'There seem to be some common needs.'
'Needs' is plural, so 'seem' should be used.

As the verb comes before the subject, it should be an inverted sentence.
