"While the personal nature of happiness makes it difficult to describe, there do seem to be some common needs that we all share with regard to experiencing or achieving happiness"

Hi,
What kind of structure is the above one? If I were, I would write the underlined part as "there seems to be". Because I have seen structure like this; "there has to be". Can you explain to me why it is "seem" there? I know it is not wrong but I just want to know how it happens.

Thanks

'Some common needs seem to be there.'
'There seem to be some common needs.'
'Needs' is plural, so 'seem' should be used.

I see. So it all depends on the verb. Now my problem is solved. Thank you.
