why are here two “the‘s”？

Dear Teachers，
I read one article from Time today whose title is "Barack Obama’s Two Visions of Hope"(you can find the artile in the official web of Time). There is a sentence in the article as follows: The first is the big hope of the 2008 campaign, an infinitely large vessel that contained all the sometimes conflicting the dreams of the nation—for economic revival, greater equality, greater justice, and everything else.

My question is why here are two the's. "all the sometimes conflicting dreams of the nation" is correct to me. We can say "all the dreams of the nation". It can be expanded by adding definitive phrase "sometimes conflicting".That's how I see the sentence and grammar. Am I wrong? Why?

But if the vessel contains all the conflicting dreams of the nation then the second "the" shouldn't be there.
