1-We use would after wish to express our annoyance or dissatisfaction.
I wish Sarah would come.
That means she didn't come too much, I want her to come.
Is my explanation correct"

You don't necessarily know that she won't come. She may just be delayed.
You may be annoyed, impatient, worried, or a number of similar feelings.
