That is besides the point. The MPAA is the professional association representing the film and TV industries in the US, which are the biggest in the world.
They would be the people to set the standards.

I would reserve "motion picture" only for movies, not TV.

The "Academy of Motion Picture Arts and Sciences," which gives out annually "the Oscars," or "the Academy Awards" only gives out awards to those involved in making movies.
