Is 2nd setence in the past tense? If so, why?

There's only one sentence, with two clauses. The sentence is ungrammatical.
You can say "Although he did not win, he put up a good fight" or "He did not win, but he put up a good fight."
Both clauses of both of those sentences are in the past tense.
It's in the past tense because it's referring to something that happened in the past.

Could you help me to understand why this is past tense? I understand we use the 2nd or 3rd form of verb in the past tense whereas in "he put up a good fight" we didn't use the same.

The past and the past participle of 'put' are 'put'.
