1) Tom and his brother, in London, decided to call each other regularly.
instead of:
2) Tom and his brother, who was in London, decided to call each other regularly.​

Can one use:
3) Tom and his brother, in London, decided to call each other regularly.​
instead of:
4) In London, Tom and his brother decided to call each other regularly. (They were both in London when they made that decision.)​

Can one use:
5) Tom told his brother, in London, to pay me a visit.​
instead of:
6) Tom told his brother, who was in London, to pay me a visit.​

Can one use:
7) Tom talked to his brother, in London.​
instead of:
8) Tom talked to his brother, who was in London.​

No. Sentence 1 means both siblings were in London.
