[Grammar] I wish you would come to the party tonight.

I WISH YOU WOULD COME TO THE PARTY TONIGHT.

Can the sentence above have 2 different meanings, depending on the context? I mean, can it express either "regret" or "a pure request"?
 
It's more of a plea than a request.

To express regret, one would be more likely to say:

I wish you were coming to the party tonight.

I wish you were coming to the party tonight.

If for some reason the person to whom I'm talking refuses to come to the party, would it be right to say "I wish you would come tonight"?

For me, it can only express a simple wish. If it expressed regret, it would be "I wish you were coming to the party tonight". For a request, I'd expect something like "I really want you to come to the party tonight. Can't/Won't you change your mind?!"
