1. Ask yourself why you want to submit a particular question. Is it about something you actually want to say in English? If it isn't, forget it. There is little point in finding out how something is correctly said/written if you are never going to say/write it.
It's not a sentence, and as Piscean says in point 1 of the above link, asking us to explain a random phrase out of any sort of context is not a good use of our time.
tufguy1. Yes, I want to know, it's a common word and I just asked the meaning of that line so that I can use this kind of phrase when needed.
