what is the deference between
I believe
and
I do believe

'I believe' is a simple statement, without emotion, unless you speak in a special tone of your voice.
'I do believe', with the auxiliary verb 'do' used, is a statement of emphasis put on the verb 'believe'. This statement is definitely stronger than the plain, emotionless version.

Start every sentence with a capital letter and end it with the correct punctuation mark.

I think both have the same meaning but people have different thoughts.
 
If they have the same meaning, what is "do" used for?

Mawes, if you have trouble remembering to add "not a teacher" just add it to all your posts.

I agree it adds emphasis only if you think it adds emphasis. Don't you think? And I said almost the same as below.
