Q1) Can I say "A strange face appeared in the window" instead of #1? If so, why do we say #1 instead of it?

Q2) What is the function of "there" in #2?
Can it be rephrased?

This is much more likely than #1.
Also, "at the window" is more likely than "in the window".

'there' in #2 is not non-referencial? Does 'there' have any meaning? or why is it used as a subject?
